The interest in and investigation of UFO sightings had the quality of a high school science project - little money, lots of enthusiasm, marginal science, noted but not taken seriously. It would have been convenient if the phenomena could have remained contained within a gradually evolving scientific discipline. This century has been characterized by a series of extraordinary scientific breakthroughs presented to an increasingly jaded public come to accept technological invention as if it were a constitutionally mandated privilege of citizenship. The truth about UFOs would be but another. It was not to be. Two parallel tracks have carried us to this moment in time. On one track we have seen a cascade of extraordinary phenomena, and on the other track we have experienced the institutionalization of extraordinary secrecy by the government of the United States. This secrecy was driven by the political implications of these unfolding events coupled with an ongoing nuclear Cold War. Whatever its past merits, this institutionalized secrecy has become a recipe for a poisonous concoction which threatens democracy itself. Thus it was inevitable the UFO research effort would become politicized. This process, gradual at first, began to escalate around 1991. It is now a full-force movement on the brink of triumph. To understand this process it would be helpful to have an historical template as reference. Fortunately we have one. It is the politics of discovery and disclosure residing in the history of the Manhattan Project and the creation of the atomic bomb. There is no better reference on this than Richard Rhodes’ 1987 National Book Award winning masterpiece, The Making of the Atomic Bomb In March of 1944 a most momentous decision was being made - it involved a consummate act of disclosure. The eminent physicist Neil's Bohr was involved in shuttle diplomacy between President Roosevelt and Prime Minister Churchill. The question at hand was whether to inform a major ally, the Soviet Union, of the nature of the Manhattan Project and its goals to build an atomic bomb. The principal argument for disclosure was this: to not inform the Soviet Union would be to permanently estrange a potential adversary and set the stage for an intractable distrust and perhaps a financially devastating arms race leading inevitably to nuclear war. By September of 1944, based primarily on the objections of Winston Churchill, the decision was made to keep the project a secret from this ally (later it would be learned the Soviet Union was well informed by its agents). Quoting Richard Rhodes: "How much the world lost that September is immeasurable. The complementarity of the bomb, its mingled promise and threat, would not be canceled by the decisions of heads of state; their frail authority extends not nearly so far. Nuclear fission and thermonuclear fusion are not acts of Parliament; they are levers embedded deeply in the physical world, discovered because it was possible to discover them, beyond the power of men to patent or to hoard." The act of secrecy is fundamentally hostile. When it is matched with scientific facts of enormous implications, it becomes world shaking, even world destroying. The potential for the disastrous rise of misplaced power exists, and will persist": BRIGADIER GENERAL STEVEN LOVEKIN REVEALS WHAT HAPPENED In 1999, Dr. Steven Greer published 'Extraterrestrial Contact,' where he gave a brief summary of the testimony of whistleblower Brigadier General Steven Lovekin on page 357, using the initials "SL" for anonymity. Lovekin worked for US Army Signals Intelligence (SIGINT) under Eisenhower, and this position afforded him direct access to the president on numerous occasions. According to Lovekin, Eisenhower was well aware of the truth of UFOs. Lovekin revealed more of these details in a 2003 interview with Grant Cameron. Lovekin's military credentials have been verified by documents such as this one he sent to Dr. Steven Greer. Pay special attention to Lovekin's report that an economic recession was responsible for Eisenhower feeling that he was forced to release much more control to the military-industrial complex than had ever before been done. This, too, appears to have been part of a carefully-planned design. Matt Taibbi recently proved that Goldman Sachs "has engineered every major market manipulation since the Great Depression." According to numerous whistleblowers I've spoken to or am aware of, Goldman Sachs is a key financial corporation within the Rockefeller / Rothschild military-industrial complex -- with connections to both of these factions. Through corporations like Goldman Sachs, the Rockefeller faction appears to have been responsible for engineering a 'serious recession' that forced the elected US government to give up a great deal of its authority and control over the UFO issue in the 1950s. Here's what Lovekin had to say in his 2003 interview (emphasis added): Lovekin: (Laughs) Anyway, [Eisenhower] was doodling UFOs. But yes, he was very much into it. He believed in them. He realized the concern. He realized the concern for the American people, and I think that he honestly wanted to do something that was positive, but somehow or other his hands were tied. I am not sure why, but I have an idea. We would sit around with him when we were at Camp David, and he knew who each and every one of us [was] by name. That was the great thing about being under him. I was just a sergeant at the time. I was still privy to some stuff that some people wouldn’t be privy to... Question: Why do you think that there is a cover-up – why the President doesn’t speak out about it? Like a lot of them say that their hands are tied. What’s your gut feeling? Lovekin: Well because so much of the authority was given away to private firms. Question: Do you think that this was going on already in the Eisenhower administration? Lovekin: Yes I do. When he said the main thing we have to fear is the military industrial complex, he wasn’t kidding, and he had the subject matter we are talking about in mind. He was quite explicit about that. It is shared in the public interest. * PI-40 is the name which UFO/ET researcher Steven Greer, MD was informed was the code name for the governmental unit in charge of UFO/ET matters. This group has been in operation since 1947, when it was called MJ-12. It was originally organized by President Harry Truman to deal with the recovery of two discs and their extraterrestrial occupants in the New Mexico desert around July, 1947. Information I have received from Dr. Michael Wolf, scientific consultant to this group, has provided further detail. This group operates as an unacknowledged subcommittee of the National Security Council. Its current name is Special Studies Group. I believe that this is the proper title for this group, and thus will not use the PI-40 designation. Another informant of mine, "Jesse", with ties to the National Security Agency, tells me that the group's membership now numbers 33. Reportedly, Henry Kissinger is MJ-1, the head of the NSC Special Studies Group. Edward Teller, the father of the H-bomb, is another member. Dr. Wolf makes a third. * I have no information that the NSC Special Studies Group subcommittee contains any members who are also members of the Aviary group. The only possible exception would be if Henry Kissinger is the Aviary's "Raven". But I have no information that such is the case. What may be the case is that one or more Aviary members may have served as consultants to NSC's Special Studies Group. Likely UFO consultants would have been Drs. Jacques Vallee (formerly of the French government's UFO study group), and Hal Puthoff, (physicist reportedly involved in ET technology research), and Colonel John Alexander of Defense Intelligence. * For a number of years Ron Pandolfi, CIA specialist in UFO matters, had an arrangement with civilian UFO investigator Dan Smith. Pandolfi would meet regularly with Smith, and provide some leaks about UFO information, with the understanding that Smith would disseminate these widely among the community of top UFO investigators. Smith has done so. He also freely acknowledges this arrangement, whereas Pandolfi will acknowledge only that he has met with Smith who tells him various things. Pandolfi does not admit being a UFO information specialist, and it is doubtful that he would acknowledge any affiliation with the Aviary group. * The Aviary group members who have been active in the past in openly disseminating UFO information have been Jacques Vallee, Bruce Maccabee (Navy laser weapons researcher), and Cmdr. Scott Jones, USN (ret.), (who organized a Cosmic Cultures Conference in Washington.) Some of the better-known Aviary members who have more recently dissembled any involvement in UFO matters include Ron Pandolfi and Col. John Alexander. The more important split is occurring on the National Security Council's Special Studies Group (SSG). Progressives on the SSG have placed into operation an Acclimation Program, designed to prepare and condition the public for open acknowledgment of extraterrestrial contact and presence. This Acclimation Program has resulted in significant disclosures of UFO/ET information by highly-placed governmental officers. Col. Steve Wilson, USAF (ret.) revealed that he was in charge of Project Pounce, the unit tasked to retrieve downed UFOs and prevent civilian access to them. He also revealed the designations and manufacturers of U.S. antigravity craft. Col. Donald Ware, USAF (ret.) leaked the very existence of the Acclimation Program, and also that the B-2 bomber has an antigravity system aboard. Tech Sgt. Dan Sherman, USAF/National Security Agency was allowed to publish a book about his experience in extraterrestrial telepathic information-gathering for NSA. Col. Philip Corso, USA (ret.) went public with his experiences at the Pentagon being in charge of the Roswell UFO remnants, and seeing that ET technology got handed over to technology companies for back-engineering into "U.S." technology. Dr. Michael Wolf of NSC's SSG has told of his working side-by-side with extraterrestrial consultant scientists at secret governmental laboratories, such as Los Alamos, Wright-Patterson AFB, Area 51-NV, and Dulce-NM. Dr. Wolf has also warned of a Cabal of rogue private industry, military and intelligence officials who are operating extra-constitutionally to maintain UFO secrecy and conduct unauthorized attacks on UFOs. And "Jesse", an NSA informant, has disclosed among other things a secret agreement by world leaders in 1954 to provide the ETs with a surface base in French Polynesia. Since UFO disclosure is coordinated within NATO countries, the Vatican's authorizing of Monsignor Balducci's statements must be seen as part of the NATO-wide Acclimation Program. Balducci has gone on Italian national television repeatedly to declare that extraterrestrial visitations are real, are not of the devil, are likely to be spiritually-advanced, and deserve study. * The Aviary is not a governmental entity and is not running the government's UFO gradual-disclosure program. They are not responsible for the above-cited leaks, which are instead coming from NSC's Special Studies Group's Acclimation Program policy. The Aviary appears now to have been an ad-hoc group of UFO information exchangers, some of whose members were inclined to publicly share that information, and some of whose members continue to fight public disclosure.
